These records consist primarily of the minutes (compiled under the title Proceedings) of the governing board for Pennsylvania's state-owned colleges and universities. They run from 1919 to 1969, with scattered issues after that. There is also a ledger book containing the minutes of the Board of Examiners for the State Normal School of the Twelfth District (Edinboro State Normal School) from June 8, 1892 to June 10, 1919. There are a small number of other documents, including The state colleges of Pennsylvania face the future : a report to the Board of Presidents of the State Colleges, from September 1964. One of the authors was William A. Cornell of Edinboro State College. There is also a manual of policies of the Board of Governors of the State System of Higher Education from 1992.

The first meeting of the Board of Normal School Principals was called by the State Superintendent of Public Instruction in 1920. The name of the board, as reflected in the minutes of their meetings, changed as the designation of the schools they directed changed.
